Update

The thumbnails in the dropdown menu only worked in Firefox and Safari (but very badly in Safari). So I took another route. I put the templates in their own expandable/collapsible div & offered them as radio button with images. This is viewable in all browser & separates it nicely from the other options in the admin panel.

In the category form, I added a checkbox to force the template on it's articles. Even if a different template is selected for the article, it will not be used if it's category has been set to "Force template on articles"

I also added "Use Site-Wide Template" as an option for categories & a "Use Category Tempalte" for articles. These are the "default" settings, so you don't have to expand the "Template" fieldset if you just want the content to inherit it's parent's template.
